David McKinney and Jim Ray are tireless volunteers working to create strategies for sensible drug policies. As they point out, your next stop on the quest to get equal access to cannabis for all veterans is a letter to your Congress member. When Proposition 215 passed in 1996, state law came into conflict with the federal ban on cannabis. In the years since that first modern medical cannabis law passed, another 19 states and the District of Columbia have passed protections for patients. Still the U.S. Controlled Substance Act is the law of the land. According to the U.S. Controlled Substance Act, cannabis is listed as a Schedule 1 substance. Schedule 1 substances have no accepted medical value in the United States, have a high propensity for abuse and can not safely be used under the care of a physician.
